DEPARTMENTS AND FUNCTIONSThe Ministry's Head office at Mukwati Building in Harare houses the top management of the Ministry headed by the Minister. The structure is compartmentalised into clearly defined departments each headed, by officers of Director Grade with the exception of the internal Audit Department/unit, which is headed by a chief Internal Auditors. Details about each department is as follows: ENTERPRISE DEVELOPMENT:Has two branches, namely Heavy Industries and Light Industries. The department is also responsible for the operations of the 4 regional offices namely Bulawayo, Gweru, Mutare and Masvingo, which are headed by regional officers. The department also houses the licensing office where applications for import/export licences are forwarded, analysed and auctioned. a) Implement and monitor the industrialisation policy. b) Create a conducive environment for industrial and commercial growth. c) Coordinate industrial and commercial sector organisations. d) Resuscitate distressed companies. e) Enhance product quality and promote competitiveness in industry. f) Promote foreign direct investment. INTERNATIONAL TRADEa) The External Trade Division has the responsibility to formulate and recommend trade relations and export promotion policy. This involves creating a conducive environment for the productive sectors, the establishment of sound trade relations both at the bi-lateral and multi-lateral levels and coming up with a policy instrument that facilitates the entry of local produces and traders into the export market. b) To this end the division employs external trade representatives whose main task is to enhance Zimbabwe's reputation as a reliable trading partner. The representatives also inter alia develop favourable commercial relationships between exporting enterprises in Zimbabwe and those in the post territory. The division also operates an advisory services to exporters and organises trade fairs.
RESEARCH AND CONSUMER AFFAIRSa) Develop and review policies and strategies on industrialisation and Trade Development. b) Provide an update on the status of the industry and Trade. c) Develop and implement a pricing policy for specified products. d) Implement the Trade Measures Act. e) Promote consumer protection through Consumer Council of Zimbabwe. f) Conduct research. g) Responsible for the Ministry Management Information Systems.
FINANCE AND ADMINISTRATIONThe division provides support services and an environment that enables the other divisions in the Ministry to achieve their objectives. The division is also charged with overseeing the Public Enterprises reform programme insofar as it relates to Parastatals under the Ministry. The division also supervises the preparation of the Ministry's estimates of expenditure and the overall control over the voted moneys and the authorised establishment. It also prepares and co-ordinates the Ministry's Public Sector Investment Programme.
